  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [REPEALER.] 
  1.8      Minnesota Statutes 1998, section 123B.71, subdivision 2, is 
  1.9   repealed.  
  1.10     Sec. 2.  [EFFECTIVE DATE.] 
  1.11     Section 1 is effective for facility construction, 
  1.12  remodeling, or improvement plans and proposals initially 
  1.13  submitted under Minnesota Statutes, section 123B.71, on or after 
  1.14  July 1, 1997.
