  1.1                          A bill for an act 
  1.2             relating to the city of St. Cloud; permitting the 
  1.3             recording of a statement regarding potential activity 
  1.4             at the St. Cloud Regional Airport. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [NOTICE MAY BE RECORDED.] 
  1.7      In respect to the property located underneath the St. Cloud 
  1.8   Regional Airport conical airspace zone and arrival and departure 
  1.9   patterns from both the primary and secondary runways at the 
  1.10  airport, the city of St. Cloud may file a notice with the county 
  1.11  recorder in each county in which the property is located 
  1.12  regarding potential activity at the St. Cloud Regional Airport. 
  1.13     The notice may inform land owners that the area will be 
  1.14  subject to numerous aircraft overflights and associated noise 
  1.15  from aircraft at altitudes below 1,000 feet above ground level; 
  1.16  that these aircraft overflights and associated noise might 
  1.17  change over time by virtue of greater numbers of aircraft, 
  1.18  larger and noisier aircraft, seasonal variations, and time of 
  1.19  day variations; and that changes in airport, aircraft, air 
  1.20  traffic control operating procedures, or airport layout could 
  1.21  result in increased frequency and associated noise impacts. 
  1.22     Sec. 2.  [EFFECTIVE DATE; LOCAL APPROVAL.] 
  1.23     Section 1 is effective the day after the governing body of 
  1.24  the city of St. Cloud and its chief clerical officer timely 
  1.25  complete their compliance with Minnesota Statutes, section 
  2.1   645.021, subdivisions 2 and 3.
