A bill for an act
relating to capital improvements; authorizing spending
to acquire and to better public land and buildings and
other public improvements of a capital nature;
appropriating money to the city of Minneapolis for
empowerment zone subprojects; authorizing state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. APPROPRIATION.

$12,000,000 is appropriated from the bond proceeds fund to
the city of Minneapolis for certain infrastructure improvements
in empowerment zone subprojects. Of this amount:

(a) $4,000,000 is to acquire land for and design and
construct public infrastructure improvements as part of the
second of four phases of the Heritage Park project, including
the North-South Greenway;

(b) $3,000,000 is to acquire land for and design and
construct public infrastructure improvements in the South East
Minneapolis Industrial (SEMI) project area, including a primary
storm water management pond;

(c) $1,000,000 is to acquire land for and design and
construct public infrastructure improvements for a renewable
energy production and geothermal heating/cooling facility as
part of the University of Minnesota's research and technology
park;

(d) $1,800,000 is to acquire railroad rights-of-way, and to
construct trail, retaining walls, and access ramps into the 29th
Street Midtown Greenway; and

(e) $2,200,000 is to design and construct public
infrastructure improvements for the Chicago/Lake project, and to
rehabilitate or replace building systems in the former Sears
building which, when redeveloped, will be a mixed-use
development for commercial and industrial uses and affordable
housing.

Sec. 2. BOND SALE.

To provide the money appropriated in section 1 from the
bond proceeds fund, the commissioner of finance shall sell and
issue bonds of the state in an amount up to $12,000,000 in the
manner, on the terms, and with the effect prescribed by
Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.

Sec. 3. EFFECTIVE DATE.

Sections 1 and 2 are effective the day following final
enactment.
