  1.1                          A bill for an act 
  1.2             relating to capital investment; amending a match 
  1.3             requirement for the Isle Community Center grant; 
  1.4             amending Laws 1998, chapter 404, section 5, 
  1.5             subdivision 4. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Laws 1998, chapter 404, section 5, subdivision 
  1.8   4, is amended to read: 
  1.9   Subd. 4.  Recreation and Community
  1.10  Center Grants                                        10,800,000
  1.11  (a) Unless otherwise specifically 
  1.12  provided, the commissioner may not make 
  1.13  a grant from this appropriation until 
  1.14  the commissioner has determined that at 
  1.15  least an equal amount has been 
  1.16  committed to the project from nonstate 
  1.17  sources. 
  1.18  (b) The commissioner may not make a 
  1.19  grant under this subdivision until the 
  1.20  commissioner has determined that, if 
  1.21  the center will charge a fee for use of 
  1.22  the center's facilities, the plan for 
  1.23  operating the center includes free or 
  1.24  reduced-rate use of the facilities by 
  1.25  individuals and families that have a 
  1.26  household income at or below 150 
  1.27  percent of the federal poverty income 
  1.28  guidelines.  
  1.29  (c) The commissioner may not make a 
  1.30  grant under this subdivision until the 
  1.31  commissioner has determined that the 
  1.32  recipient has the ability and a plan to 
  1.33  fund the program intended for the 
  1.34  facility. 
  1.35  (d) Dawson-Boyd Educational       
  1.36  and Community Center                     1,000,000
  1.37  For a grant to independent school 
  2.1   district No. 378, Dawson-Boyd, to 
  2.2   design, construct, furnish, and equip 
  2.3   an educational and community center. 
  2.4   (e) Detroit Lakes Community
  2.5   Center                                   1,500,000
  2.6   For a grant to the city of Detroit 
  2.7   Lakes to design, construct, furnish, 
  2.8   and equip the Detroit Lakes Community 
  2.9   Center.  
  2.10  (f) Granite Falls Area 
  2.11  Multipurpose Community Recreation and 
  2.12  Education Center                         1,000,000
  2.13  For a grant to the city of Granite 
  2.14  Falls to design, construct, furnish, 
  2.15  and equip a multipurpose community 
  2.16  recreation and education building.  
  2.17  (g) Hallett Community
  2.18  Center, City of Crosby                     300,000
  2.19  For a grant to the city of Crosby to 
  2.20  design, construct, furnish, and equip 
  2.21  the Hallett Community Center.  
  2.22  (h) Hastings Municipal Water
  2.23  Park                                       500,000
  2.24  For a grant to the city of Hastings to 
  2.25  design, construct, furnish, and equip a 
  2.26  municipal water park.  
  2.27  (i) Hermantown Community Indoor 
  2.28  Sports and Physical Education Complex    1,000,000
  2.29  For a grant to independent school 
  2.30  district No. 700, Hermantown, to 
  2.31  design, construct, furnish, and equip a 
  2.32  community indoor sports and physical 
  2.33  education complex with an indoor track. 
  2.34  (j) Isle Community Center                1,000,000
  2.35  For a grant to independent school 
  2.36  district No. 473, Isle, to convert a 
  2.37  school building into a community 
  2.38  center.  Programs located at the 
  2.39  converted facility must include the 
  2.40  alternative education program, early 
  2.41  childhood family education programs, 
  2.42  centralized school district kitchen 
  2.43  facilities, and other community 
  2.44  programs.  This appropriation is 
  2.45  available on a dollar-for-dollar basis 
  2.46  as matching funds are committed from 
  2.47  nonstate sources up to a total required 
  2.48  match of $700,000. 
  2.49  (k) Lake Crystal Area
  2.50  Recreation Center                        1,500,000
  2.51  For a grant to the city of Lake Crystal 
  2.52  to design, construct, furnish, and 
  2.53  equip the Lake Crystal Area Recreation 
  2.54  Center. 
  2.55  (l) Proctor Community
  2.56  Activity Center                          1,000,000
  3.1   For a grant to the city of Proctor to 
  3.2   design, construct, furnish, and equip a 
  3.3   city community activity center designed 
  3.4   to provide facilities for city 
  3.5   government, library, arts, museum, and 
  3.6   other public functions.  
  3.7   (m) Redwood Valley Multipurpose   
  3.8   Education and Community Center           1,000,000
  3.9   For a grant to independent school 
  3.10  district No. 2758, Redwood Falls, to 
  3.11  design, construct, furnish, and equip a 
  3.12  multipurpose education and community 
  3.13  center to be constructed and operated 
  3.14  under a joint powers agreement with the 
  3.15  city of Redwood Falls.  
  3.16  The center must provide:  (1) expanded 
  3.17  physical education curriculum for 
  3.18  Redwood Valley students; (2) a latchkey 
  3.19  program and an after-school program for 
  3.20  at-risk youth; (3) expanded healthy 
  3.21  lifestyle community education and 
  3.22  recreation programs for all age groups 
  3.23  in the community; and (4) community 
  3.24  conference and meeting facilities.  
  3.25  (n) Windom Area Multipurpose 
  3.26  Center                                   1,000,000
  3.27  For a grant to the city of Windom to 
  3.28  design, construct, furnish, and equip a 
  3.29  multipurpose center. 
  3.30     Sec. 2.  [EFFECTIVE DATE.] 
  3.31     Section 1 is effective the day following final enactment.
