  1.1                          A bill for an act 
  1.2             relating to water; appropriating money for water 
  1.3             management in the Red river basin. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION.] 
  1.6      $100,000 in fiscal year 2004 and $100,000 in fiscal year 
  1.7   2005 are appropriated from the general fund to the board of 
  1.8   water and soil resources for a grant to the Red river basin 
  1.9   commission to develop a Red river basin plan and to coordinate 
  1.10  water management activities in the states and provinces 
  1.11  bordering the Red river.  The unencumbered balance in the first 
  1.12  year does not cancel but is available for the second year.
