A bill for an act
relating to nonprofits; requiring certain compensation
disclosures; amending Minnesota Statutes 2004,
sections 62D.08, by adding a subdivision; 144.68, by
adding a subdivision; proposing coding for new law in
Minnesota Statutes, chapter 317A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2004, section 62D.08, is
amended by adding a subdivision to read:

new text begin A nonprofit health
maintenance organization shall file annually with the
commissioner within 30 days after the close of the health
maintenance organization's fiscal year, a list of its directors,
officers, and employees who are not included in the report filed
under subdivision 3 and who received from the health maintenance
organization or any affiliates during that fiscal year over
$200,000 annually in total compensation. The report must state
the total amount received by each named individual for each of
the following: salary, fringe benefits, rights to deferred or
other future compensation, housing or housing allowance, vehicle
or vehicle allowance, travel expenses, bonus, and severance
payments.

Minnesota Statutes 2004, section 144.68, is
amended by adding a subdivision to read:

the commissioner of health within 30 days after the close of the
hospital or surgical center's fiscal year a list of the
employees, officers, and directors of the hospital or surgical
center who received from the hospital, surgery center, or any
affiliates during that fiscal year over $200,000 annually in
compensation. The report must state the total amount received
by each named individual for each of the following: salary,
fringe benefits, rights to deferred or other future
compensation, housing or housing allowance, vehicle or vehicle
allowance, travel expenses, bonus, and severance payments.

new text begin Each nonprofit corporation that receives a grant or loan
from the state or payment under a contract with the state during
the corporation's fiscal year shall file annually with the
attorney general within 30 days after the close of the
corporation's fiscal year a list of the employees, directors,
and officers of the corporation who received during that fiscal
year over $200,000 annually in compensation from the nonprofit
corporation or any affiliates. The report must state the total
amount received by each named individual for each of the
following: salary, fringe benefits, rights to deferred or other
future compensation, housing or housing allowance, vehicle or
vehicle allowance, travel expenses, bonus, and severance
payments.
