A bill for an act
relating to education; establishing an advisory task force on improving teacher
quality by increasing the number of K-12 teachers with master's degrees in a
relevant content area.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin ADVISORY TASK FORCE ON IMPROVING TEACHER QUALITY.

new text begin (a) An advisory task force is established to consider and recommend to the education
policy and finance committees of the legislature how to improve teacher quality by
increasing the number of kindergarten through grade 12 teachers with master's degrees in
a content area directly related to the teacher's teaching assignment or field of licensure.

new text begin (b) The commissioner of education, or the commissioner's designee, shall appoint
and convene an advisory task force that is composed of a representative from each of the
following entities: Education Minnesota; the University of Minnesota; the Department of
Education; the Board of Teaching; the Minnesota Private College Council; the Minnesota
Office of Higher Education; the Minnesota Parent-Teacher Association; the Minnesota
System of State Colleges and Universities; and other representatives of other entities
recommended by task force members. Task force members' terms and other task force
matters are subject to Minnesota Statutes 2012, section 15.059, except that task force
members are ineligible for compensation or reimbursement for expenses related to task
force activities.

task force members.

15, 2014.
