A bill for an act
relating to capital investment; authorizing spending
to make grants to acquire and to better public land
and other public improvements of a capital nature;
appropriating money for natural resource projects;
authorizing the issuance of state general obligation
bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Natural and scenic area grants and outdoor
recreation grants.

new text begin $2,000,000 is appropriated from the bond
proceeds fund to the commissioner of natural resources for
grants to units of government to acquire and better natural and
scenic areas under Minnesota Statutes, section 85.019,
subdivision 4a, and to acquire land, design, construct, and
redevelop outdoor recreation areas under Minnesota Statutes,
section 85.019, subdivision 2.

grants.

new text begin $3,000,000 is appropriated from the bond proceeds fund
to the commissioner of natural resources for grants to local
units of government and public regional parks organizations
located outside the metropolitan area as defined in Minnesota
Statutes, section 473.121, subdivision 2, to acquire land,
design, construct, and redevelop regional parks and trails, open
space, and recreational facilities. The improvements must be of
a capital nature. Each $3 of state grants must be matched by $2
of nonstate funds.

Sec. 2. new text begin BOND SALE.

new text begin To provide the money appropriated by section 1 from the
bond proceeds fund, the commissioner of finance shall sell and
issue bonds of the state in an amount up to $5,000,000 in the
manner, on the terms, and with the effect prescribed by
Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
