A bill for an act
relating to capital improvements; appropriating money to replace barriers along
Highway 52; authorizing sale of state transportation bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $3,000,000 is appropriated from the transportation
fund to the commissioner of transportation for replacing barriers with noise abatement
walls on both sides of marked Trunk Highway 52 from its intersection with Concord
Street in Ramsey County to its interchange with marked Interstate Highway 494 in
Dakota County. The walls must be designed and constructed to mitigate, along with
other sound-abatement measures, if any, noise levels near the highway to comply with
noise standards adopted by the Minnesota Pollution Control Agency under Minnesota
Statutes, section 116.07. The commissioner shall replace the barriers in conjunction with
the redesign and construction work scheduled for Lafayette Bridge in Ramsey County.

new text begin To provide the money appropriated in this section from the
transportation fund, the commissioner of finance shall sell and issue bonds of the state in
an amount up to $3,000,000 in the manner, upon the terms, and with the effect prescribed
by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
article XI, sections 4 to 7.
