  1.1                          A bill for an act 
  1.2             relating to historic sites; designating Little Elk 
  1.3             Heritage Preserve as a historic preserve; 
  1.4             appropriating money; amending Minnesota Statutes 2000, 
  1.5             section 138.664, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2000, section 138.664, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 116.  Little Elk Heritage Preserve, Morrison county. 
  1.10     Sec. 2.  [IMPORTANCE.] 
  1.11     The Little Elk Heritage Preserve, a 92.25-acre 
  1.12  archaeological park and nature preserve on the Mississippi river 
  1.13  near Little Falls, contains a unique cluster of cultural and 
  1.14  natural resources that together document diverse human 
  1.15  activities and connections to natural environments in central 
  1.16  Minnesota over thousands of years.  The resources at Little Elk 
  1.17  Heritage Preserve include archaeological remains identified with 
  1.18  ancient native America, the colonial fur trade, early Dakota and 
  1.19  Ojibwe life, Black and women's history, Mississippi valley 
  1.20  exploration, a mission farm and school, United States Indian 
  1.21  treaties, territorial period homesteading and townsite 
  1.22  development, the conflict of 1862, hunting, gathering, 
  1.23  portaging, quarrying, logging, farming, dam-building, grist 
  1.24  milling, saw milling, and wood products manufacturing.  Ongoing 
  1.25  research programs explore and interpret these important 
  2.1   resources. 
  2.2      Sec. 3.  [OWNERSHIP.] 
  2.3      The site described in section 2 is owned and administered 
  2.4   by the Institute for Minnesota Archaeology.  The Institute for 
  2.5   Minnesota Archaeology is a private nonprofit organization 
  2.6   dedicated to historical and archaeological research, education, 
  2.7   and stewardship. 
  2.8      Sec. 4.  [APPROPRIATION.] 
  2.9      $300,000 is appropriated from the general fund for the 
  2.10  biennium ending June 30, 2003, to the Minnesota historical 
  2.11  society to assist the Institute for Minnesota Archaeology in 
  2.12  site research and preservation, economic and infrastructure 
  2.13  development, public outreach, and education programming.  The 
  2.14  appropriated funds may be matched by nonstate sources.
