BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin HEALTH CARE PROFESSIONALS TASK FORCE.

new text begin The commissioner of health shall convene a task force to
analyze health professional licensing laws and regulations, including laws and regulations
related to scope of practice, in Minnesota. The task force shall make recommendations to
the legislature by July 1, 2010, about the establishment of rules setting the scope of practice
for health care professionals in Minnesota. In making recommendations, the task force
members' sole consideration shall be whether, based on education, training, and skills,
the professional can provide health care services in a manner that does not jeopardize the
safety of a patient. The task force may not consider or base its recommendations on
whether another health care profession may provide the identical services.

new text begin The task force shall consist of 11 members, of whom no
more than five may be licensed health care professionals. The 11 members shall be
appointed as follows:

new text begin (1) seven members shall be appointed by the commissioner of health;

new text begin (2) two members, one of whom must be a member of the house of representatives,
shall be appointed by the speaker of the house of representatives; and

new text begin (3) two members, one of whom must be a member of the senate, shall be appointed
by the Rules and Legislative Administration Committee of the senate.
