  1.1                          A bill for an act 
  1.2             relating to commerce; creating an education program to 
  1.3             market the use of clean fuels; adding a definition; 
  1.4             appropriating money; amending Minnesota Statutes 2000, 
  1.5             section 296A.01, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2000, section 296A.01, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 10a.  [CLEAN FUELS.] "Clean fuels" or "Minnesota 
  1.10  clean fuels" means biodiesel blends of 20 percent or greater by 
  1.11  volume (B20-B100), compressed natural gas, ethanol blends of 70 
  1.12  percent or greater by volume (E70-E100), hydrogen, liquefied 
  1.13  natural gas, and liquefied petroleum gas. 
  1.14     Sec. 2.  [APPROPRIATION.] 
  1.15     (a) $500,000 the first year and $500,000 the second year is 
  1.16  appropriated from the general fund to the commissioner of 
  1.17  commerce to establish a public education and awareness program 
  1.18  on the use of Minnesota clean fuels. 
  1.19     (b) The funding is available only if matched on an equal 
  1.20  basis by nonstate sources. 
  1.21     (c) The program for clean fuels use may include, but is not 
  1.22  limited to, mass media broadcasts, public service announcements, 
  1.23  and direct consumer marketing. 
  1.24     (d) For purposes of this section, "clean fuels" has the 
  1.25  meaning given in section 296A.01, subdivision 10a.
