  1.1                          A bill for an act 
  1.2             relating to local government; directing the city of 
  1.3             Minneapolis to authorize participation by certain 
  1.4             workers and apprentices in deferred compensation plan; 
  1.5             amending Laws 1988, chapter 471, section 1, 
  1.6             subdivision 1, as amended. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Laws 1988, chapter 471, section 1, subdivision 
  1.9   2, as amended by Laws 1994, chapter 450, section 1, and Laws 
  1.10  1996, chapter 276, section 2, is amended to read:  
  1.11     Subd. 2.  [SPECIFIC AGREEMENT NEGOTIATING SUBJECTS.] The 
  1.12  employers identified in subdivision 1 may negotiate about and 
  1.13  the agreements may provide for:  (1) the use by the employers 
  1.14  identified in subdivision 1 of the labor organizations hiring 
  1.15  hall services in a manner and on terms agreeable to the parties; 
  1.16  and (2) the employers identified in subdivision 1 to make 
  1.17  pension contributions and other fringe benefit contributions to 
  1.18  such trades union's employee benefit funds or accounts on the 
  1.19  basis of hours worked by an employee and in accordance with the 
  1.20  provisions of the prevailing labor agreement for the applicable 
  1.21  trades union.  The agreements must provide for the enrollment 
  1.22  and full participation of skilled building and construction 
  1.23  trades workers, stagehands or production technicians, and 
  1.24  electrical workers, and apprentices in each category, upon their 
  1.25  request, in the employers deferred compensation plan, under 
  1.26  United States Code, title 26, section 457. 
  2.1      Sec. 2.  [EFFECTIVE DATE.] 
  2.2      Section 1 is effective the day following final enactment 
  2.3   without the local approval described in Minnesota Statutes, 
  2.4   section 645.021.
