A bill for an act
relating to health care; establishing grants for medical resource communication
centers; appropriating money; amending Minnesota Statutes 2022, section
144E.001, subdivision 1, by adding a subdivision; proposing coding for new law
in Minnesota Statutes, chapter 144E.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2022, section 144E.001, subdivision 1, is amended to read:


Subdivision 1.

Scope.

the terms defined in this section have the meanings given them.

Sec. 2.

Minnesota Statutes 2022, section 144E.001, is amended by adding a subdivision
to read:

new text begin Medical resource communication center. new text end

new text begin "Medical resource communication
center" means an entity that:

new text begin (1) facilitates hospital-to-ambulance communications for ambulance services, the regional
emergency medical services systems, and the board by coordinating patient care and
transportation for ground and air operations;

new text begin (2) is integrated with the state's Allied Radio Matrix for Emergency Response (ARMER)
radio system; and
new text end

new text begin (3) is the point of contact and a communication resource for statewide public safety
entities, hospitals, and communities.

Sec. 3.

new text begin [144E.53] MEDICAL RESOURCE COMMUNICATION CENTER GRANTS.

new text begin The board shall distribute medical resource communication center grants annually on a
contract basis to the two medical resource communication centers that were in operation in
the state prior to January 1, 2000.

Sec. 4. new text begin MEDICAL RESOURCE COMMUNICATION CENTER GRANTS;
APPROPRIATION.

new text begin $1,683,000 in fiscal year 2024 and $1,000,000 in fiscal year 2025 are appropriated from
the general fund to the Emergency Medical Services Regulatory Board for medical resource
communication center grants under Minnesota Statutes, section 144E.53. Of these amounts:

new text begin (1) $1,633,000 in fiscal year 2024 is for grants and $50,000 in fiscal year 2024 is for
administration; and
new text end

new text begin (2) $970,000 in fiscal year 2025 is for grants and $30,000 in fiscal year 2025 is for
administration.
