  1.1                          A bill for an act 
  1.2             relating to education; expanding general education 
  1.3             revenue to include transportation revenue; amending 
  1.4             Minnesota Statutes 2000, section 126C.10, subdivision 
  1.5             1, and by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2000, section 126C.10, 
  1.8   subdivision 1, is amended to read: 
  1.9      Subdivision 1.  [GENERAL EDUCATION REVENUE.] For fiscal 
  1.10  year 2000 2002 and thereafter, the general education revenue for 
  1.11  each district equals the sum of the district's basic revenue, 
  1.12  basic skills revenue, training and experience revenue, secondary 
  1.13  sparsity revenue, elementary sparsity revenue, transportation 
  1.14  revenue, transportation sparsity revenue, total operating 
  1.15  capital revenue, equity revenue, referendum offset adjustment, 
  1.16  transition revenue, and supplemental revenue. 
  1.17     Sec. 2.  Minnesota Statutes 2000, section 126.10, is 
  1.18  amended by adding a subdivision to read: 
  1.19     Subd. 29.  [TRANSPORTATION REVENUE.] (a) The transportation 
  1.20  revenue for each district equals $170 times the adjusted 
  1.21  marginal cost pupil units for the school year.  The revenue must 
  1.22  be placed in a reserved account in the general fund and may only 
  1.23  be used to: 
  1.24     (1) provide or contract for pupil transportation services; 
  1.25  and 
  2.1      (2) acquire, maintain, or operate school bus equipment and 
  2.2   vehicles. 
  2.3      (b) Surplus funds in the reserved transportation revenue 
  2.4   account may be permanently transferred with a majority vote of 
  2.5   the board on June 30 of each year to the reserved operating 
  2.6   capital revenue account in the general fund.
