  1.1                          A bill for an act 
  1.2             relating to elections; directing the secretary of 
  1.3             state to study voting by Internet; appropriating money.
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [STUDY OF COMPUTERIZED VOTING.] 
  1.6      The secretary of state shall study the feasibility of 
  1.7   voting by means of the Internet or some other computerized 
  1.8   system.  Outside consultants may be used in completing the 
  1.9   study.  Among issues that must be addressed in the study are: 
  1.10     (1) security; 
  1.11     (2) voter registration; 
  1.12     (3) maintenance of voter databases; 
  1.13     (4) implementation cost; and 
  1.14     (5) cost of elections after implementation. 
  1.15     The secretary of state shall report to the appropriate 
  1.16  committees of the legislature on the results of the study by 
  1.17  February 1, 2000. 
  1.18     Sec. 2.  [APPROPRIATION.] 
  1.19     $....... is appropriated from the general fund to the 
  1.20  secretary of state for fiscal year 2000 to conduct the study 
  1.21  required in section 1.
