  1.1                          A bill for an act 
  1.2             relating to local government; allowing employees of 
  1.3             Ramsey county and the city of St. Paul equal 
  1.4             competition for vacant county jobs in combined 
  1.5             city-county departments; amending Minnesota Statutes 
  1.6             2000, section 383A.288, subdivisions 3 and 4. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2000, section 383A.288, 
  1.9   subdivision 3, is amended to read: 
  1.10     Subd. 3.  [ELIGIBILITY FOR COMPETITIVE OPEN EXAMINATIONS.] 
  1.11  (a) Competitive open examinations shall, upon public notice, be 
  1.12  open to all applicants who meet reasonable job related 
  1.13  requirements fixed by the personnel department. 
  1.14     (b) Employees in the classified service with permanent 
  1.15  tenure who pass an open competitive examination shall have added 
  1.16  to their final examination score one point for each year of 
  1.17  permanent tenure up to a maximum of ten points.  This credit 
  1.18  shall not be used for examinations for supervisory positions.  
  1.19  During the term of any joint powers agreement between the city 
  1.20  of Saint Paul and Ramsey county joining the a city of Saint Paul 
  1.21  public health department or program and the a Ramsey county 
  1.22  public health department or program into the Saint Paul-Ramsey 
  1.23  county department of public health a combined department or 
  1.24  program under the direction of Ramsey county, Ramsey county may 
  1.25  allow classified employees of the affected city of Saint Paul 
  1.26  public health department, who pass an open competitive 
  2.1   examination will to have added to their final examination score 
  2.2   one point for each year of permanent tenure in the classified 
  2.3   service of the city of Saint Paul, up to a maximum of ten 
  2.4   points, in open competitive examinations to fill vacancies in 
  2.5   county positions only in the combined Saint Paul-Ramsey county 
  2.6   department of public health or program they are included in. 
  2.7      Sec. 2.  Minnesota Statutes 2000, section 383A.288, 
  2.8   subdivision 4, is amended to read: 
  2.9      Subd. 4.  [ELIGIBILITY FOR COMPETITIVE PROMOTIONAL 
  2.10  EXAMINATIONS.] Competitive promotional examinations shall be 
  2.11  open only to permanent and probationary employees of the 
  2.12  classified service.  The personnel department may limit 
  2.13  competition to employees of one or more departments, or to 
  2.14  employees meeting specified employment requirements.  During the 
  2.15  term of any joint powers agreement between the city of Saint 
  2.16  Paul and Ramsey county joining the a city of Saint Paul public 
  2.17  health department or program and the a Ramsey county public 
  2.18  health department or program into the Saint Paul-Ramsey county a 
  2.19  combined department of public health or program under the 
  2.20  direction of Ramsey county, Ramsey county may allow classified 
  2.21  employees of the city of Saint Paul public health department or 
  2.22  program and classified employees of the Ramsey county public 
  2.23  health department or program, so combined, must to be considered 
  2.24  as employees of the classified service of a single Ramsey county 
  2.25  department for the purpose of this subdivision.  
  2.26     Sec. 3.  [EFFECTIVE DATE; NO LOCAL APPROVAL REQUIRED.] 
  2.27     (a) This act is effective the day after its final enactment.
  2.28     (b) This act does not require local approval because it 
  2.29  enables Ramsey county and the city of St. Paul to exercise 
  2.30  authority not granted by general law and thus fits in the class 
  2.31  in Minnesota Statutes, section 645.023, subdivision 1, clause 
  2.32  (a).
