  1.1                          A bill for an act 
  1.2             relating to state government; extending the life of 
  1.3             Mississippi river parkway commission and changing its 
  1.4             membership; amending Minnesota Statutes 2000, sections 
  1.5             15.059, subdivision 5a; and 161.1419, subdivisions 2 
  1.6             and 8. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2000, section 15.059, 
  1.9   subdivision 5a, is amended to read: 
  1.10     Subd. 5a.  [LATER EXPIRATION.] Notwithstanding subdivision 
  1.11  5, the advisory councils and committees listed in this 
  1.12  subdivision do not expire June 30, 1997.  These groups expire 
  1.13  June 30, 2001, unless the law creating the group or this 
  1.14  subdivision specifies an earlier expiration date. 
  1.15     Investment advisory council, created in section 11A.08; 
  1.16     Intergovernmental information systems advisory council, 
  1.17  created in section 16B.42, expires June 30, 1999; 
  1.18     Feedlot and manure management advisory committee, created 
  1.19  in section 17.136;

  4.27     Sec. 2.  Minnesota Statutes 2000, section 161.1419, 
  4.28  subdivision 2, is amended to read: 
  4.29     Subd. 2.  [MEMBERS.] (a) The commission shall be composed 
  4.30  of ten 15 members of which: 
  4.31     (1) one shall be appointed by the commissioner of 
  4.32  transportation,; 
  4.33     (2) one shall be appointed by the commissioner of natural 
  4.34  resources,; 
  4.35     (3) one shall be appointed by the commissioner of trade and 
  4.36  economic development,; 
  5.1      (4) one shall be appointed by the commissioner of 
  5.2   agriculture,; 
  5.3      (5) one shall be appointed by the director of the Minnesota 
  5.4   historical society,; 
  5.5      (6) two shall be members of the senate to be appointed by 
  5.6   the committee on committees, and; 
  5.7      (7) two shall be members of the house of representatives to 
  5.8   be appointed by the speaker.  The tenth member; 
  5.9      (8) one shall be the secretary appointed pursuant to 
  5.10  subdivision 3.; and 
  5.11     (9) five shall be citizen members appointed by five citizen 
  5.12  committees established by the members appointed under clauses 
  5.13  (1) to (8), with each citizen committee established within and 
  5.14  representing each of the following geographic segments along the 
  5.15  Mississippi river: 
  5.16     (i) Lake Itasca to the city of Grand Rapids; 
  5.17     (ii) Grand Rapids to the city of Brainerd; 
  5.18     (iii) Brainerd to the city of Elk River; 
  5.19     (iv) Elk River to the city of Hastings; and 
  5.20     (v) Hastings to the Iowa border.  
  5.21  Each citizen committee member shall be a resident of the 
  5.22  geographic segment that the committee and member represents.  
  5.23  Each citizen committee member shall serve without compensation.  
  5.24     (b) The members of the commission shall be selected 
  5.25  immediately after May 27, 1963, and shall serve for a term 
  5.26  expiring at the close of the next each regular session of the 
  5.27  legislature and until their successors are appointed.  Successor 
  5.28  members shall be appointed at the close of each regular session 
  5.29  of the legislature by the same appointing authorities.  Members 
  5.30  may be reappointed.  Any vacancy shall be filled by the 
  5.31  appointing authority.  The commissioner of transportation, the 
  5.32  commissioner of natural resources, and the director of the 
  5.33  Minnesota historical society shall be ex officio members, and 
  5.34  shall be in addition to the ten 15 members heretofore provided 
  5.35  for.  Immediately upon making the appointments to the commission 
  5.36  the appointing authorities shall so notify the Mississippi river 
  6.1   parkway commission, hereinafter called the national commission, 
  6.2   giving the names and addresses of the members so appointed. 
  6.3      Sec. 3.  Minnesota Statutes 2000, section 161.1419, 
  6.4   subdivision 8, is amended to read: 
  6.5      Subd. 8.  [EXPIRATION.] The commission shall expire on June 
  6.6   30, 2001 2005.
