  1.1                          A bill for an act 
  1.2             relating to the environment; directing the pollution 
  1.3             control agency to conduct a noise survey and analysis; 
  1.4             appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [NOISE SURVEY AND ANALYSIS; REPORT.] 
  1.7      $....... in fiscal year 2002 is appropriated from the 
  1.8   general fund to the commissioner of the pollution control agency 
  1.9   to conduct a noise survey and an analysis of state and local 
  1.10  noise standards.  The agency shall: 
  1.11     (1) monitor and estimate typical noise levels that exist at 
  1.12  residential, industrial, and commercial sites around the state; 
  1.13     (2) establish baseline noise data at selected locations 
  1.14  that can be resurveyed at regular intervals to monitor noise 
  1.15  level changes; 
  1.16     (3) compare the survey findings with results of noise 
  1.17  surveys conducted in other states; 
  1.18     (4) evaluate the adequacy of the agency's noise rules and 
  1.19  local regulation to abate complaints and reduce noise in the 
  1.20  environment; and 
  1.21     (5) make recommendations for short-term and long-term 
  1.22  actions to reduce noise pollution. 
  1.23     By January 15, 2002, the commissioner shall report the 
  1.24  findings of the noise survey and analysis to the senate and 
  1.25  house policy committees with jurisdiction over environmental 
  2.1   protection and local government.
