A bill for an act
relating to natural resources; requiring a local economic impact statement for
lands withdrawn from timber harvesting; proposing coding for new law in
Minnesota Statutes, chapter 89.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

LOCAL ECONOMIC IMPACT STATEMENT.

new text begin Before forest lands under the authority of the commissioner are withdrawn from
timber harvesting, the commissioner must prepare a report on the economic impact from
prohibiting timber harvest on withdrawn lands. The economic analysis must state whether
the timber harvest prohibition will affect the local economy and describe the businesses
affected and the projected impact the withdrawal will have on those businesses. The
economic analysis must include a financial analysis on the impact of the timber harvest
prohibition on state and local funds. To assist the commissioner, the commissioner of
employment and economic development must develop a template for measuring local
economic effects and make it available to the commissioner. The report must be submitted
to the governor, the legislature, and the commissioner of employment and economic
development.
