A bill for an act
relating to natural resources; appropriating money for parks, natural resource
protection and restoration, and flood protection contracts with the Minnesota
Conservation Corps.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) $500,000 in fiscal year 2010 and $500,000 in fiscal year 2011 are appropriated
from the parks and trails fund to the Metropolitan Council for contracted services with the
Minnesota Conservation Corps for maintenance, restoration, and other improvements at
metropolitan parks of regional or statewide significance.

(b) $500,000 in fiscal year 2010 and $500,000 in fiscal year 2011 are appropriated
from the clean water fund to the Board of Water and Soil Resources to contract for
services with the Minnesota Conservation Corps for flood prevention and natural disaster
emergency response. This may include activities such as streambank stabilization,
restoration, and repair.

(c) $500,000 in fiscal year 2010 and $500,000 in fiscal year 2011 are appropriated
from the parks and trails fund to the Minnesota Conservation Corps as provided in an
agreement with the commissioner of natural resources for maintenance, restoration, and
other improvements at state parks.

(d) $500,000 in fiscal year 2010 and $500,000 in fiscal year 2011 are appropriated
from the clean water fund to the commissioner of the Pollution Control Agency for
contracted services with the Minnesota Conservation Corps for surface and groundwater
monitoring. This monitoring shall be coordinated with other monitoring efforts.

(e) $500,000 in fiscal year 2010 and $500,000 in fiscal year 2011 are appropriated
from the outdoor heritage fund to the Board of Water and Soil Resources for contracted
services with the Minnesota Conservation Corps for geographic information system
(GIS) mapping and monitoring of reinvest in Minnesota (RIM) and other conservation
easements on private land.

(f) By January 15, 2011, the Minnesota Conservation Corps shall submit a report to
the chairs of the legislative committees with jurisdiction over environment and natural
resources finance on how the funds appropriated under this section were used.
