  1.1                          A bill for an act
  1.2             relating to young people; appropriating money for 
  1.3             youth outreach services. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION.] 
  1.6      $100,000 is appropriated from the general fund to the 
  1.7   commissioner of children, families, and learning for fiscal year 
  1.8   2000 for a grant to the city of St. Louis Park for the 
  1.9   Meadowbrook Collaborative Housing Project to enhance youth 
  1.10  outreach services and to provide educational and recreational 
  1.11  programming for at-risk youth through the development of formal 
  1.12  after school programming and weekend youth activities.  The 
  1.13  collaborative must include a cross-section of public and private 
  1.14  sector community representatives to develop services to address 
  1.15  specific community and social needs of children and youth. 
  1.16     The funds may be made available to assist in staffing and 
  1.17  program development for the Meadowbrook Youth Center.  The 
  1.18  center must focus on reducing truancy, developing assets for 
  1.19  at-risk youth, providing adult mentoring, and developing 
  1.20  programs for structured time in order to minimize opportunities 
  1.21  for adverse activities.
