A bill for an act
relating to state government; prohibiting out-of-state travel at state expense,
with certain exceptions; proposing coding for new law in Minnesota Statutes,
chapter 43A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin An official or employee in the executive, legislative, or
judicial branch may not travel outside of Minnesota at state expense, except as provided
in this section.

new text begin The prohibition in subdivision 1 does not apply to:

new text begin (1) an executive branch employee, when the commissioner of administration
determines that travel outside of Minnesota is essential to the employee's job duties;

new text begin (2) a member or employee of the house of representatives, when the speaker
determines that travel outside of Minnesota is essential to official duties;
new text end

new text begin (3) a member or employee of the senate, when the majority leader determines that
travel outside of Minnesota is essential to official duties;
new text end

new text begin (4) an employee of the Legislative Coordinating Commission, when the chair of
the Legislative Coordinating Commission determines that travel outside of Minnesota is
essential to official duties;

new text begin (5) an employee of the Minnesota State Colleges and Universities, when the
chancellor determines that travel outside of Minnesota is essential to an employee's job
duties;

new text begin (6) a judge or judicial branch employee, when the chief justice of the Minnesota
Supreme Court determines that travel outside of Minnesota is essential to official duties;
and
new text end

new text begin (7) a constitutional officer, when the officer determines that travel outside of
Minnesota is essential to official duties.
