  1.1                          A bill for an act 
  1.2             relating to motor vehicles; exempting certain 
  1.3             snowplows defined as special mobile equipment from 
  1.4             registration taxes and title requirements; amending 
  1.5             Minnesota Statutes 2000, sections 168.011, subdivision 
  1.6             22; and 168A.01, subdivision 21.  
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2000, section 168.011, 
  1.9   subdivision 22, is amended to read: 
  1.10     Subd. 22.  [SPECIAL MOBILE EQUIPMENT.] (a) "Special mobile 
  1.11  equipment" means every vehicle not designed or used primarily 
  1.12  for the transportation of persons or property and only 
  1.13  incidentally operated or moved over a highway, including but not 
  1.14  limited to:  ditch-digging apparatus apparatuses, moving 
  1.15  dollies, pump hoists and other water well-drilling equipment 
  1.16  registered under chapter 103I, and other machinery such as 
  1.17  asphalt spreaders, bituminous mixers, bucket loaders, tractors 
  1.18  other than truck-tractors, ditchers, leveling graders, finishing 
  1.19  machines, motor graders, road rollers, scarifiers, earth-moving 
  1.20  carryalls, scrapers, power shovels, drag lines, self-propelled 
  1.21  cranes, and earth-moving equipment.  
  1.22     (b) The term also includes vehicles that have a gross 
  1.23  weight exceeding 26,000 pounds; that are owned by, or under 
  1.24  contract with, a town to provide snow removal services; that are 
  1.25  operated by drivers employed seasonally or temporarily for that 
  1.26  purpose; and, that are used exclusively as snowplows.  
  2.1      (c) The term does not include travel trailers, dump trucks, 
  2.2   truck-mounted transit mixers, truck-mounted feed grinders, or 
  2.3   other motor vehicles designed for the transportation of persons 
  2.4   or property to which machinery has been attached. 
  2.5      Sec. 2.  Minnesota Statutes 2000, section 168A.01, 
  2.6   subdivision 21, is amended to read: 
  2.7      Subd. 21.  [SPECIAL MOBILE EQUIPMENT.] (a) "Special mobile 
  2.8   equipment" means every vehicle not designed or used primarily 
  2.9   for the transportation of persons or property and only 
  2.10  incidentally operated or moved over a highway, including but not 
  2.11  limited to:  ditch-digging apparatus apparatuses, well-boring 
  2.12  apparatus apparatuses, moving dollies, sawing machines, corn 
  2.13  shellers, and road construction and maintenance machinery such 
  2.14  as asphalt spreaders, bituminous mixers, bucket loaders, 
  2.15  tractors other than truck tractors, ditchers, leveling graders, 
  2.16  finishing machines, motor graders, road rollers, scarifiers, 
  2.17  earth-moving carryalls and scrapers, power shovels and drag 
  2.18  lines, and self-propelled cranes and, snowplows described in 
  2.19  section 168.011, subdivision 22, paragraph (b), and earth-moving 
  2.20  equipment.  
  2.21     (b) The term does not include travel trailers, dump trucks, 
  2.22  truck-mounted transit mixers, truck-mounted feed grinders, or 
  2.23  other vehicles designed for the transportation of persons or 
  2.24  property to which machinery has been attached.
