relating to capital investment; appropriating money for reconstruction of a street
in the city of Blaine.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $3,246,000 is appropriated from the general fund to the
commissioner of employment and economic development for a grant to the city of Blaine
to predesign, design, and reconstruct 105th Avenue in the vicinity of the National Sports
Center in Blaine. The reconstruction will include changing the street from five lanes to four
lanes with median, turn lanes, sidewalk, trail, landscaping, lighting, and consolidation of
access driveways. This appropriation is not available until the commissioner of management
and budget determines that at least $3,000,000 is committed to the project from sources
available to the city, including municipal state aid and county turnback funds.
