  1.1                          A bill for an act 
  1.2             relating to traffic regulations; expanding disability 
  1.3             parking privilege to certain pregnant women; amending 
  1.4             Minnesota Statutes 1998, section 169.345, subdivision 
  1.5             2. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1998, section 169.345, 
  1.8   subdivision 2, is amended to read: 
  1.9      Subd. 2.  [DEFINITIONS.] For the purpose of this section, 
  1.10  "physically disabled person" means a person who: 
  1.11     (1) because of disability cannot walk without significant 
  1.12  risk of falling; 
  1.13     (2) because of disability cannot walk 200 feet without 
  1.14  stopping to rest; 
  1.15     (3) because of disability cannot walk without the aid of 
  1.16  another person, a walker, a cane, crutches, braces, a prosthetic 
  1.17  device, or a wheelchair; 
  1.18     (4) is restricted by a respiratory disease to such an 
  1.19  extent that the person's forced (respiratory) expiratory volume 
  1.20  for one second, when measured by spirometry, is less than one 
  1.21  liter; 
  1.22     (5) has an arterial oxygen tension (PAO2) of less than 60 
  1.23  mm/Hg on room air at rest; 
  1.24     (6) uses portable oxygen; 
  1.25     (7) has a cardiac condition to the extent that the person's 
  2.1   functional limitations are classified in severity as class III 
  2.2   or class IV according to standards set by the American Heart 
  2.3   Association; 
  2.4      (8) has lost an arm or a leg and does not have or cannot 
  2.5   use an artificial limb; or 
  2.6      (9) has a disability that would be aggravated by walking 
  2.7   200 feet under normal environmental conditions to an extent that 
  2.8   would be life threatening; or 
  2.9      (10) is pregnant and should not or cannot walk a distance 
  2.10  of 200 feet when to do so would endanger the life or health of 
  2.11  the person or fetus.
