A bill for an act
relating to human services; modifying consumer-directed community supports;
appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin DISABILITY WAIVERS; CONSUMER-DIRECTED COMMUNITY
SUPPORTS BUDGET METHODOLOGY FOR ADULTS.

new text begin (a) Effective upon federal approval, for persons who have graduated from high
school or who are over 21 years of age and who need support services during the day and
choose the consumer-directed community supports option through one of the home and
community-based waivers for persons with disabilities, the budget methodology must
include a reduction of ten percent from the projected cost for the individual for traditional
goods and services funded through the waiver.

new text begin (b) The commissioner of human services shall submit an amendment to the Centers
for Medicare and Medicaid Services for the budget methodology change under paragraph
(a) by October 1, 2009.

2010-2011 biennium from the general fund to the commissioner of human services
for the developmental disabilities waiver. This appropriation is in addition to the
forecast increases and is to serve an additional 200 persons beginning July 1, 2009. This
appropriation is in addition to the base.

new text begin $....... is appropriated from the general
fund to the commissioner of human services for the family support grant program under
Minnesota Statutes, section 252.32, to serve an additional 200 persons in each year of the
2010-2011 biennium, beginning on July 1, 2009. This appropriation is in addition to
the base.

fund to the commissioner of human services for the semi-independent living services
program under Minnesota Statutes, section 252.275, to serve an additional 200 persons
