A bill for an act
relating to motor vehicles; requiring record keeping and reporting on special
license plates; establishing a special Anatomical Gift license plate; amending
Minnesota Statutes 2012, sections 168.1293, by adding subdivisions; 171.075,
subdivision 1; proposing coding for new law in Minnesota Statutes, chapter 168.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2012, section 168.1293, is amended by adding a
subdivision to read:

of each type of special plate issued under this chapter.

Sec. 2.

Minnesota Statutes 2012, section 168.1293, is amended by adding a subdivision
to read:

new text begin (a) By November 15 annually, the commissioner
shall submit a report on special plates to the chairs and ranking minority members of the
legislative committees with jurisdiction over transportation policy and finance.

new text begin (b) The report must, at a minimum, specify:

new text begin (1) for each type of special plate issued under this chapter, the number issued:
new text end

new text begin (i) in the previous fiscal year; and
new text end

new text begin (ii) since inception of the plate; and
new text end

new text begin (2) for each type of special plate that requires an additional contribution in the
section of this chapter that specifically authorizes that special plate:
new text end

new text begin (i) the amount of contribution funds received (A) in the previous fiscal year, and (B)
since inception of the plate; and
new text end

new text begin (ii) a brief description of the primary expenditures and uses of contribution funds.

new text begin (c) Any department or agency receiving contribution funds in association with
special plates shall assist the commissioner, as requested, in preparing the report under
this subdivision.

Sec. 3.

new text begin [168.1299] SPECIAL ANATOMICAL GIFT PLATES.

new text begin Issuance. new text end

new text begin (a) The commissioner shall issue special Anatomical Gift
plates, or a single motorcycle plate, to an applicant who:

new text begin (1) is a registered owner of a passenger automobile, one-ton pickup truck,
motorcycle, or recreational motor vehicle;
new text end

new text begin (2) pays a fee of $10 for each set of plates, along with any other fees required by
this chapter;
new text end

new text begin (3) pays the registration tax as required under section 168.013;
new text end

new text begin (4) complies with this chapter and rules governing registration of motor vehicles; and
new text end

new text begin (5) makes a onetime contribution of at least $30.

new text begin (b) The plate application under this section must indicate that the contribution
specified under paragraph (a), clause (5), is a minimum contribution to receive the plates
and that the applicant may make an additional contribution to the account.

new text begin After consultation with interested groups, the commissioner shall
design the special plate to contain the official "Donate Life" logo and the inscription
"Become an organ donor and save a life."

new text begin On application to the commissioner and payment of a
transfer fee of $5, the registered owner of a vehicle bearing the special plates may transfer
the plates to another motor vehicle if the subsequent vehicle is:

new text begin (1) qualified under subdivision 1, paragraph (a), clause (1), to bear the special
plates; and
new text end

new text begin (2) registered to the same individual to whom the special plates were originally issued.

section 168.1293, subdivision 2.

new text begin Funds from the contribution required
under subdivision 1, paragraph (a), clause (5), must be deposited in the anatomical gift
account under section 171.075, provided that of the first dollars deposited in the account
under this subdivision, an amount equal to the total start-up costs associated with the
development and issuance of the special plates is appropriated to the commissioner of
public safety.

Anatomical Gift plates issued on or after that date.

Sec. 4.

Minnesota Statutes 2012, section 171.075, subdivision 1, is amended to read:


Subdivision 1.

Anatomical gift account.

An anatomical gift account is established
in the special revenue fund. The account consist of funds donated under sections 168.013,
subdivision 22, new text begin 168.1299, new text end and 171.06, subdivision 2, and any other money donated,
allotted, transferred, or otherwise provided to the account. Money in the account is
annually appropriated to the commissioner for (1) grants under subdivision 2, and (2)
administrative expenses in implementing the donation and grant program.
