A bill for an act
relating to public safety; authorizing motor vehicle registration self-service kiosk
pilot program; requiring a report; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin MOTOR VEHICLE REGISTRATION SELF-SERVICE KIOSK PILOT
PROGRAM.

new text begin The Department of Public Safety Driver and
Vehicle Services Division (DVS) shall conduct a pilot program to develop, install, and
administer self-service kiosks that allow customers to renew their motor vehicle registration
pursuant to Minnesota Statutes, section 168.013, and obtain on site at the time of application
the license plate stickers proving registration is complete. Each kiosk shall be designed so
customers can complete the transaction without the assistance of a deputy registrar, but
deputy registrars must be trained on the use of the kiosks and must be available to assist
customers who request it.

new text begin (a) The kiosk pilot program may be developed
using a vendor to provide the hardware and software necessary to accomplish the goals in
subdivisions 1 and 5. DVS may use a competitive bid process to select a vendor. DVS must
establish reasonable performance, security, technical, and financial standards to approve a
vendor. The vendor must be offered access to department facilities, staff, and technology
on a fair and reasonable basis.

new text begin (b) A kiosk is an extension of a deputy registrar office, and the kiosk's operation is
subject to approval by the commissioner. Once operational, the kiosks must be administered
by the deputy registrars in whose offices they are installed.

new text begin (c) The vendor is responsible for the maintenance and installation of all kiosks and must
ensure that all registration materials contained within the kiosks are properly handled and
accounted for.

new text begin For transactions completed via kiosks, the deputy registrar
who administers the kiosk shall retain the same filing fee or other fees retained for
transactions that are not completed with a kiosk.

new text begin DVS may assess a convenience fee for each transaction
completed using a self-service kiosk. DVS may authorize a vendor of the self-service kiosks
to retain each convenience fee collected.

new text begin By January 1, 2024, the commissioner of public safety must submit
to the legislative committees with jurisdiction over transportation policy and finance a report
on the kiosk pilot program. At a minimum, the report must include the following information:
(1) the number of completed transactions; (2) the number of failed or canceled transactions;
and (3) any recommendations to the legislature to improve the kiosk pilot program and
whether to implement it permanently, including suggested legislation.
