A bill for an act
relating to appropriations; authorizing state bonds;
appropriating money for a grant for parks and trails
to the St. Cloud Area Regional Parks and Trails
Coordinating Board.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) $8,485,520 is appropriated from the bond proceeds fund
to the commissioner of natural resources for a grant to the St.
Cloud Area Regional Parks and Trails Coordinating Board.

new text begin (1) $427,000 is to acquire the Graves Farm in Benton
County;
new text end

new text begin (2) $650,000 is to acquire the Rush Lake site in Sherburne
County;
new text end

new text begin (3) $300,000 is to acquire the Baker/Watab Lake site in
Sartell;
new text end

new text begin (4) $250,000 is to acquire the Island View Mississippi
River Park in Sauk Rapids;
new text end

new text begin (5) $858,000 is to acquire the Plum Creek Regional Park in
St. Cloud;
new text end

new text begin (6) $275,000 is to acquire the Warner Lake expansion site
in Stearns County;

new text begin (7) $25,000 is to acquire the welcome center site on Lake
Wobegon Trail in St. Joseph;

Albany to Holdingford;

the Quarry Park and Nature Preserve Interpretive Center in
Stearns County.

new text begin (d) Projects receiving funding from the appropriation in
paragraph (a) must have an equal match by the local unit of
government in which they are located.

new text begin (e) The projects receiving appropriations in paragraph (a)
must comply with the central Minnesota regional parks and trails
plan created under Minnesota Statutes, section 85.50.

Sec. 2. new text begin BOND SALE.
new text end

new text begin To provide the money appropriated in section 1 from the
bonds proceeds fund, the commissioner of finance must sell and
issue bonds of the state in an amount up to $8,485,520 in the
manner, upon the terms, and with the effect prescribed by
Minnesota Statutes, sections 16A.631 to 16A.695, and the
Minnesota Constitution, article XI, sections 4 to 7.
