  1.1                          A bill for an act 
  1.2             relating to appropriations; appropriating money for 
  1.3             local bridge replacement and rehabilitation; 
  1.4             authorizing state bonds.  
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      $10,000,000 is appropriated to the commissioner of 
  1.8   transportation from the state transportation fund as provided in 
  1.9   Minnesota Statutes, section 174.50, to match federal funds and 
  1.10  to replace or rehabilitate local deficient bridges.  Political 
  1.11  subdivisions may use grants made under this section to construct 
  1.12  or reconstruct bridges, including: 
  1.13     (1) matching federal aid grants to construct or reconstruct 
  1.14  key bridges; 
  1.15     (2) paying the costs of preliminary engineering and 
  1.16  environmental studies authorized under Minnesota Statutes, 
  1.17  section 174.50, subdivision 6a; 
  1.18     (3) paying the costs to abandon an existing bridge that is 
  1.19  deficient and in need of replacement, but where no replacement 
  1.20  will be made; and 
  1.21     (4) paying the costs to construct a road or street to 
  1.22  facilitate the abandonment of an existing bridge determined by 
  1.23  the commissioner to be deficient, if the commissioner determines 
  1.24  that construction of the road or street is more cost efficient 
  1.25  than the replacement of the existing bridge. 
  2.1      Sec. 2.  [BOND SALE.] 
  2.2      To provide the money appropriated by section 1 from the 
  2.3   state transportation fund, the commissioner of finance shall 
  2.4   sell and issue bonds of the state in an amount up to $10,000,000 
  2.5   in the manner, on the terms, and with the effect prescribed by 
  2.6   Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  2.7   Minnesota Constitution, article XI, sections 4 to 7.  The 
  2.8   proceeds of the bonds, except accrued interest and any premium 
  2.9   received on the sale of the bonds, must be credited to a bond 
  2.10  proceeds account in the state transportation fund. 
  2.11     Sec. 3.  [EFFECTIVE DATE.] 
  2.12     Section 1 is effective the day after final enactment.
