  1.1                          A bill for an act 
  1.2             relating to higher education; clarifying capital 
  1.3             improvements to Anoka-Hennepin technical college; 
  1.4             amending Laws 2000, chapter 492, article 1, section 3, 
  1.5             subdivision 4. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Laws 2000, chapter 492, article 1, section 3, 
  1.8   subdivision 4, is amended to read: 
  1.9   Subd. 4.  Anoka-Hennepin Technical College           12,500,000
  1.10  For roof repairs and replacements, 
  1.11  heat, ventilation, and air conditioning 
  1.12  improvements, necessary repairs and 
  1.13  remodeling, and demolition.  Demolition 
  1.14  must not exceed 5,000 square feet.  Any 
  1.15  roof replacement must be for an 
  1.16  industry standard roof. 
  1.17  The technical college shall complete an 
  1.18  evaluation of programs, program 
  1.19  placement, and space needs by June 30, 
  1.20  2000.  The technical college shall, as 
  1.21  soon as practicable, submit copies of 
  1.22  the reports and agreements required by 
  1.23  this subdivision to the chairs of the 
  1.24  house and senate higher education 
  1.25  funding divisions.  
  1.26  The commissioner may not release this 
  1.27  appropriation until the following 
  1.28  conditions for establishing a middle 
  1.29  college on the campus are satisfied: 
  1.30  (1) by June 30, 2000, a completed 
  1.31  memorandum of understanding between the 
  1.32  board and the Anoka-Hennepin school 
  1.33  district on programs to be offered for 
  1.34  the secondary technical education 
  1.35  program, allocation of space in the 
  1.36  current building and the new building 
  1.37  to be constructed pursuant to clause 
  1.38  (2), and terms for the mutual operation 
  2.1   of the campus; and 
  2.2   (2) by June 30, 2000, a completed 
  2.3   agreement between Anoka county and the 
  2.4   Anoka-Hennepin school district on 
  2.5   financing and constructing a new 
  2.6   building for a secondary technical 
  2.7   education program on the campus for a 
  2.8   value of at least $8,500,000.  The 
  2.9   school district may enter into a 
  2.10  lease/purchase agreement with the 
  2.11  county as part of the financing 
  2.12  transaction and the board may convey 
  2.13  title to land to accomplish such 
  2.14  purpose.  Minnesota Statutes, sections 
  2.15  94.09 to 94.16, and 103F.535, do not 
  2.16  apply to these real estate transactions.
  2.17     Sec. 2.  [EFFECTIVE DATE.] 
  2.18     Section 1 is effective the day following final enactment.
