A bill for an act
relating to economic development; providing for a grant to repurpose an existing
facility to produce renewable fertilizer products; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Notwithstanding Minnesota Statutes, section 116C.779, subdivision 1, paragraph (j),
$5,000,000 in fiscal year 2021 is appropriated from the renewable development account
established in Minnesota Statutes, section 116C.779, subdivision 1, to the commissioner of
employment and economic development for a grant to the Benson Economic Development
Authority for a grant to a manufacturer of renewable fertilizer products to repurpose an
existing facility to manufacture animal waste streams and other safe by-products into
renewable fertilizer products. The manufacturer of renewable fertilizer products must commit
the land and building for the project and the project must result in at least ten new direct or
indirect jobs in the fertilizer production operation. The grant funded under this section is
not otherwise subject to the limitations under Minnesota Statutes, section 116J.8731,
subdivision 5, or the performance goals and contractual obligations under Minnesota Statutes,
section 116J.8731, subdivision 7. This is a onetime appropriation and any amount unexpended
by June 30, 2022, must be returned to the renewable development account under Minnesota
Statutes, section 116C.779, subdivision 1.
