A bill for an act
relating to local government; creating a study commission to determine the
feasibility of establishing South St. Louis Municipality within the Western Lake
Superior Sanitary District; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) A study commission of up to 15 members is created. The commission may
be composed of two legislators appointed by the Duluth and Iron Range legislative
delegations; two St. Louis County Board members appointed by the board; three city
councillors from Duluth, Hermantown, and Proctor appointed by their city councils; three
township officers appointed by the St. Louis County Township Association; three school
board members appointed by the Duluth, Hermantown, and Proctor school boards; one
business representative appointed by the Duluth Area Chamber of Commerce; and one
labor representative appointed by the Duluth Central Labor Body.

new text begin (b) The commission shall study the feasibility of establishing a municipal
government called South St. Louis Municipality. The commission shall determine if the
creation of the municipality would eliminate duplication of services such as public works,
law enforcement, fire protection, and education and reduce administrative and other costs.

new text begin (c) If the South St. Louis Municipality is established, the names of all cities,
townships, and schools shall remain the same.

new text begin (d) The South St. Louis Municipality would be within the Western Lake Superior
Sanitary District boundary, excluding any area within Carlton County.

new text begin (e) The nonlegislative members' meeting expenses must be paid by their respective
appointing authorities. Staff shall be provided by the Arrowhead Regional Development
Commission. All governmental units, school districts, and business and labor shall
provide assistance and information required by this legislative commission.

new text begin (f) The study shall be conducted during the 2007-2008 legislative sessions. Meetings
may not be held while the legislature is in session.

legislature by February 1, 2008.
