A bill for an act
relating to gambling; establishing a candidate campaign raffle; amending Minnesota
Statutes 2016, section 609.761, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2016, section 609.761, is amended by adding a subdivision
to read:

new text begin Candidate campaign raffle. new text end

new text begin (a) Sections 609.755 and 609.76 do not prohibit
the conduct of or participation in a raffle, as defined in section 349.12, subdivision 33,
conducted by a person that is a candidate, as defined in section 10A.01, subdivision 10, or
by a person that is an officer of the candidate's principal campaign committee, as defined
in section 10A.01, subdivision 34, if the following conditions are complied with:

new text begin (1) no raffles may be conducted by a candidate for the state legislature while the
legislature is in special or regular session;

new text begin (2) tickets may only be sold to persons 18 years of age or older and may not be purchased
by the candidate. An officer of the candidate's principal campaign committee, or an immediate
family member of a candidate or an officer of a candidate's principal campaign committee
or a lobbyist or principal, as those terms are defined in section 10A.01, may not purchase
more than one ticket;

new text begin (3) a candidate campaign raffle under this subdivision is limited to three occasions per
calendar year;

new text begin (4) the retail value of all prizes awarded in a single raffle may not exceed $3,000;

new text begin (5) all tickets must be sold for the same price and the raffle shall be conducted so that
each ticket has an equal chance of being drawn; and

new text begin (6) participants in the raffle shall not be required to be present at the drawing in order
to win.

new text begin (b) This subdivision does not authorize raffles to be conducted by or for the benefit of
political committees, political funds, or political parties or party units, as those terms are
defined in section 10A.01.
