  1.1                          A bill for an act 
  1.2             relating to agriculture; allowing certain members of 
  1.3             the Minnesota agriculture education leadership council 
  1.4             to designate permanent or temporary replacement 
  1.5             members; amending Minnesota Statutes 2000, section 
  1.6             41D.01, subdivision 1. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2000, section 41D.01, 
  1.9   subdivision 1, is amended to read: 
  1.10     Subdivision 1.  [ESTABLISHMENT; MEMBERSHIP.] (a) The 
  1.11  Minnesota agriculture education leadership council is 
  1.12  established.  The council is composed of 16 members as follows: 
  1.13     (1) the chair of the University of Minnesota agricultural 
  1.14  education program; 
  1.15     (2) a representative of the commissioner of children, 
  1.16  families, and learning; 
  1.17     (3) a representative of the Minnesota state colleges and 
  1.18  universities recommended by the chancellor; 
  1.19     (4) the president and the president-elect of the Minnesota 
  1.20  vocational agriculture instructors association; 
  1.21     (5) a representative of the Future Farmers of America 
  1.22  Foundation; 
  1.23     (6) a representative of the commissioner of agriculture; 
  1.24     (7) the dean of the college of agriculture, food, and 
  1.25  environmental sciences at the University of Minnesota; 
  1.26     (8) two members representing agriculture education and 
  2.1   agriculture business appointed by the governor; 
  2.2      (9) the chair of the senate committee on agriculture and 
  2.3   rural development; 
  2.4      (10) the chair of the house committee on agriculture; 
  2.5      (11) the ranking minority member of the senate committee on 
  2.6   agriculture and rural development, and a member of the senate 
  2.7   committee on children, families and learning designated by the 
  2.8   subcommittee on committees of the committee on rules and 
  2.9   administration; and 
  2.10     (12) the ranking minority member of the house agriculture 
  2.11  committee, and a member of the house education committee 
  2.12  designated by the speaker. 
  2.13     (b) An ex officio member of the council under paragraph 
  2.14  (a), clause (1), (4), (7), (9), (10), (11), or (12), may 
  2.15  designate a permanent or temporary replacement member 
  2.16  representing the same constituency. 
  2.17     Sec. 2.  [EFFECTIVE DATE.] 
  2.18     Section 1 is effective the day following final enactment.
