  1.1                          A bill for an act 
  1.2             relating to capital improvements; providing for 
  1.3             science laboratories and other facilities at the 
  1.4             Northeast Higher Education District-Virginia; 
  1.5             appropriating money.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [NORTHEAST HIGHER EDUCATION DISTRICT-VIRGINIA; 
  1.8   APPROPRIATION.] 
  1.9      $5,546,000 is appropriated from the bond proceeds fund to 
  1.10  the board of trustees of the Minnesota state colleges and 
  1.11  universities to design, renovate, and equip science 
  1.12  laboratories; a learning resource center; a student commons; and 
  1.13  classrooms, including technology-equipped classrooms; and 
  1.14  construct a new loading dock and driveway.  
  1.15     Sec. 2.  [BOND AUTHORIZATION.] 
  1.16     To provide the money appropriated in this act from the bond 
  1.17  proceeds fund, the commissioner of finance shall sell and issue 
  1.18  bonds of the state in an amount up to $....... in the manner, 
  1.19  upon the terms, and with the effect prescribed by Minnesota 
  1.20  Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  1.21  Constitution, article XI, sections 4 to 7.
