  1.1                          A bill for an act 
  1.2             relating to higher education; changing requirements 
  1.3             for tuition reciprocity; amending Minnesota Statutes 
  1.4             2002, section 136A.08, subdivision 2.  
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 2002, section 136A.08, 
  1.7   subdivision 2, is amended to read: 
  1.8      Subd. 2.  [AUTHORIZATION.] The higher education services 
  1.9   office, in consultation with the commissioner of finance and 
  1.10  each affected public post-secondary board, may enter into 
  1.11  agreements, on subjects that include remission of nonresident 
  1.12  tuition for designated categories of students at public 
  1.13  post-secondary institutions, with appropriate state or 
  1.14  provincial agencies and public post-secondary institutions in 
  1.15  other states or provinces.  The agreements shall be for the 
  1.16  purpose of the mutual improvement of educational advantages for 
  1.17  residents of this state and other states or provinces with whom 
  1.18  agreements are made.  Beginning July 1, 2003, notwithstanding 
  1.19  the requirements of reciprocity agreements, a student who 
  1.20  attends a Minnesota institution through the reciprocity program 
  1.21  must pay a tuition rate that is at least equal to the resident 
  1.22  tuition rate for the Minnesota institution.
