BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (b) The African American Registry must use grant funds to develop a Readability Level
System and integrate the system into the Teachers' Forum in order to help teachers and
teacher candidates improve reading literacy comprehension. The African American Registry
must allow the University of St. Thomas and Independent School District No. 742, St.
Cloud, and other entities using the Teachers' Forum to use the reading maturity metrics in
the Readability Level System. By January 15, 2022, the African American Registry must
submit to the legislature a detailed report documenting how the grant funds were used. The
base in fiscal year 2022 is $0.
