A bill for an act
proposing an amendment to the Minnesota Constitution, article IV, section
3; providing for multimember senate and house districts that coincide with
congressional district boundaries; amending Minnesota Statutes 2006, sections
2.021; 2.031, subdivision 1.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

An amendment to the Minnesota Constitution is proposed to the people. If the
amendment is adopted, article IV, section 3, will read:

At its first session after each enumeration of the inhabitants of this state
made by the authority of the United States, the legislature shall have the power to
prescribe the bounds of congressional and legislative districts. Senators shall be chosen
by deleted text begin singledeleted text end new text begin multimembernew text end districts of convenient contiguous territorynew text begin that coordinate with
congressional districtsnew text end . No representative district shall be divided in the formation of a
senate district. The senate districts shall be numbered in a regular series.

The proposed amendment must be submitted to the people at the 2008 general
election. The question submitted must be:

"Shall the Minnesota Constitution be amended to provide for multimember senate
districts that coordinate with congressional districts?

Minnesota Statutes 2006, section 2.021, is amended to read:
For each legislature, until a new apportionment shall have been made, the senate
is composed of deleted text begin 67deleted text end new text begin no fewer than 60 and no more than 64new text end members and the house of
representatives is composed of 134 members.

In 2013 and thereafter, the senate must be composed of a number of senators evenly
divisible by the number of representatives in Congress apportioned to the state.

Minnesota Statutes 2006, section 2.031, subdivision 1, is amended to read:
The representatives in the senate and house of
representatives are apportioned throughout the state in deleted text begin 67 senate districts and 134 house
districtsdeleted text end new text begin the number of senate and house districts provided by law. No congressional
district boundary may be crossed in forming a senate districtnew text end . Each senate district is
entitled to elect deleted text begin one senatordeleted text end new text begin eight senatorsnew text end and each house district is entitled to elect
one representative.

Sections 3 and 4 are effective for any apportionment to be effective in 2013 or
thereafter, if the constitutional amendment proposed by sections 1 and 2 is ratified by
the voters.
