  1.1                          A bill for an act 
  1.2             relating to the environment; creating a task force to 
  1.3             review outdoor noise standards. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [TASK FORCE ESTABLISHED.] 
  1.6      Subdivision 1.  [DUTIES.] A task force of seven members is 
  1.7   created to study and review the outdoor noise standards of the 
  1.8   pollution control agency, especially as they may be affected by 
  1.9   musical amphitheater proposals in the seven-county metropolitan 
  1.10  area.  Recommendations on changes to the standards must be made 
  1.11  by January 15, 2002, to the commissioner of the pollution 
  1.12  control agency and the chairs of the house and senate 
  1.13  environmental policy committees. 
  1.14     Subd. 2.  [MEMBERSHIP.] The task force membership shall be: 
  1.15     (1) a member of the house of representatives appointed by 
  1.16  the speaker; 
  1.17     (2) a member of the senate appointed by the senate majority 
  1.18  leader; 
  1.19     (3) two members of environmental organizations to be 
  1.20  appointed by the governor; 
  1.21     (4) two members of the local entertainment industry, with 
  1.22  experience in outdoor entertainment, to be appointed by the 
  1.23  governor; and 
  1.24     (5) one member of the University of Minnesota faculty, with 
  2.1   expertise in audiology and noise, to be appointed by the 
  2.2   governor. 
  2.3      Subd. 3.  [COMPENSATION.] Compensation for the task force 
  2.4   membership shall be governed by Minnesota Statutes, section 
  2.5   15.059, subdivision 3. 
  2.6      Sec. 2.  [EFFECTIVE DATE.] 
  2.7      This act is effective the day following final enactment.
