  1.1                          A bill for an act 
  1.2             relating to state finance; changing the fiscal 
  1.3             biennium to begin with even-numbered years; providing 
  1.4             that expenditures of federal money must be approved by 
  1.5             the legislature; amending Minnesota Statutes 2000, 
  1.6             sections 16A.011, subdivision 6; and 16A.152, 
  1.7             subdivision 1a; proposing coding for new law in 
  1.8             Minnesota Statutes, chapter 16A. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 2000, section 16A.011, 
  1.11  subdivision 6, is amended to read: 
  1.12     Subd. 6.  [BIENNIUM.] "Biennium" means a period of two 
  1.13  consecutive fiscal years beginning in an odd-numbered 
  1.14  even-numbered calendar year and ending in the next odd-numbered 
  1.15  even-numbered calendar year.  
  1.16     Sec. 2.  [16A.1261] [FEDERAL MONEY.] 
  1.17     A state agency may not spend federal money unless the 
  1.18  expenditure has been approved by the legislature. 
  1.19     Sec. 3.  Minnesota Statutes 2000, section 16A.152, 
  1.20  subdivision 1a, is amended to read: 
  1.21     Subd. 1a.  [BUDGET RESERVE.] A budget reserve account is 
  1.22  created in the general fund in the state treasury.  The 
  1.23  commissioner of finance shall transfer to the budget reserve 
  1.24  account on July 1 of each odd-numbered even-numbered year any 
  1.25  amounts specifically appropriated by law to the budget reserve. 
  1.26     Sec. 4.  [INSTRUCTION TO REVISOR.] 
  1.27     The revisor shall prepare a bill for submission to the 2002 
  2.1   legislature, in consultation with the department of finance and 
  2.2   other affected parties, that makes statutory changes consistent 
  2.3   with sections 1 to 3.  
  2.4      Sec. 5.  [EFFECTIVE DATE.] 
  2.5      The first even-numbered fiscal biennium begins July 1, 2004.
