  1.1                          A bill for an act 
  1.2             relating to crime prevention; creating a gross 
  1.3             misdemeanor for assaulting a member of a community 
  1.4             crime prevention group; amending Minnesota Statutes 
  1.5             2002, section 609.2231, by adding a subdivision.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 609.2231, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 7.  [COMMUNITY CRIME PREVENTION GROUP MEMBERS.] (a) A 
  1.10  person is guilty of a gross misdemeanor who: 
  1.11     (1) assaults a community crime prevention group member 
  1.12  while the member is engaged in neighborhood patrol; 
  1.13     (2) knows that the victim is a community crime prevention 
  1.14  group member engaged in neighborhood patrol; and 
  1.15     (3) inflicts demonstrable bodily harm. 
  1.16     (b) As used in this subdivision, "community crime 
  1.17  prevention group" means a community group focused on community 
  1.18  safety and crime prevention that: 
  1.19     (1) meets regularly for the purpose of discussing community 
  1.20  safety and/or patrolling community neighborhoods for criminal 
  1.21  activity; 
  1.22     (2) is designated by the local law enforcement agency as a 
  1.23  community crime prevention group; and 
  1.24     (3) interacts regularly with local law enforcement 
  1.25  regarding community safety issues. 
  2.1      Sec. 2.  [EFFECTIVE DATE.] 
  2.2      Section 1 is effective August 1, 2003, and applies to 
  2.3   crimes committed on or after that date.
