A bill for an act
relating to natural resources; creating Chronic Wasting Disease Task Force;
providing appointments; requiring a report.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) The Chronic Wasting Disease Task Force
consists of 22 members appointed as follows:

(1) the chairs and ranking minority members of the senate committees with jurisdiction
over environment and natural resources policy and finance;

(2) the chairs and ranking minority members of the house of representatives committees
or divisions with jurisdiction over environment and natural resources policy and finance;

(3) the chairs and ranking minority members of the senate committees with jurisdiction
over agriculture policy and finance;

new text begin
(4) the chair and ranking minority member of the house of representatives division with
jurisdiction over agriculture policy and finance and two additional members of that division,
one appointed by the chair and one appointed by the ranking minority member;

(5) a representative from the Department of Natural Resources, the Department of
Agriculture, and the Board of Animal Health; and

(6) a representative from the Minnesota Elk Breeders Association, Minnesota Deer
Farmers Association, and the Minnesota Deer Hunters Association.

(b) The appointing authorities must make their respective appointments no later than
July 15, 2019.

(a) The chair of the task force alternates each meeting between
the chair of the senate Environment and Natural Resources Policy Committee and the chair
of the house of representatives Environment and Natural Resources Policy Committee. The
senate chair must chair the first meeting, which must be no later than August 15, 2019.

(b) The task force meets upon the call of the chair.

The Legislative Coordinating Commission must
provide administrative support and meeting space for the task force.

The task force must study and provide recommendations on:

new text begin
(1) whether and how recommendations included in the legislative auditor's Board of
Animal Health's Oversight of Deer and Elk Farms report should be implemented;

new text begin
(2) methods to improve the coordination and effectiveness of the chronic wasting disease
prevention and response activities of government agencies and other stakeholders; and

(3) whether it is possible to develop a method for detecting the presence of the disease
in living cervids and what resources would be required to do so.

No later than January 15, 2020, the task force must submit a report to
the chairs of the house of representatives and senate committees or divisions with jurisdiction
over environment and natural resources finance containing the findings and recommendations
of the task force.

The task force expires 45 days after the report is delivered to the
legislature or June 30, 2020, whichever is earlier.

This section is effective the day following final enactment.
