A bill for an act
relating to public safety; providing reimbursement for expenses related to securing
a permit to carry for low-income citizens; establishing The Affordable
Self-Protection Act; appropriating money; proposing coding for new law in
Minnesota Statutes, chapter 624.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin The commissioner of public safety shall reimburse
eligible applicants for 50 percent of the cost of securing a permit to carry a pistol under
section 624.714, including the permit fee assessed by the issuing authority and the mandatory
training course fee. The commissioner shall develop a grant application form and make the
form available to sheriffs and chiefs of police delegated the authority to issue permits under
section 624.714. Permit-issuing authorities must provide a copy of the grant application
form to each person who is issued a permit to carry. Grants are for initial permits only, and
shall be awarded as long as appropriated funds remain available.

new text begin For purposes of this section, an "eligible applicant" is a resident of
the state who is not prohibited from possessing a firearm under state or federal law, secures
a permit to carry a pistol under section 624.714, and has an annual income of less than 200
percent of the federal poverty level.
