A bill for an act
relating to public safety; establishing a grant program to local law enforcement
agencies to purchase firearms from the public; appropriating money.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) The commissioner of public safety shall create a gun buyback grant program.
Grants shall be awarded to local law enforcement agencies to purchase firearms from the
public. The commissioner shall establish the criteria for distributing grants, but must give
priority to agencies that service areas with the highest rates of firearms violence in the
state. In awarding grants, the commissioner must also give greater weight to applications
that incorporate a plan to leverage state funding to secure other sources of funding,
including corporate sponsors.

(b) A grant recipient must employ a sliding reimbursement scale in the agency's
buyback program. The scale must pay more for operational firearms than nonoperational
firearms and pay more for handguns than other types of firearms.

$....... in fiscal year 2017 is appropriated from the general fund to the commissioner
of public safety to fund the grant program established in section 1.
