A bill for an act
relating to capital investment; appropriating money to development and
improvement Swing Bridge Park and River Heights Marina; authorizing the sale
and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin (a) $6,500,000 is appropriated from the bond
proceeds fund to the Metropolitan Council for a grant to the city of Inver Grove Heights
to acquire property for and to predesign, design, construct, and improve Swing Bridge
Park and Heritage Village Park, including the Rock Island Swing Bridge and the Swing
Bridge Trailhead of the Mississippi River Regional Trail. This appropriation includes
approximately:

new text begin (1) $900,000 to acquire up to four properties;

new text begin (2) $2,600,000 for public infrastructure improvements on 65th Street and Doffing
Avenue in Inver Grove Heights;

new text begin (3) $1,000,000 for improvements to parking lots; and

new text begin (4) $2,000,000 to improve the railroad crossings in the area of the park.

new text begin Nonstate resources provided for development of the park and trails, including contributions
by the city of Inver Grove Heights, Dakota County, and nonprofit organizations before the
enactment of this section and exceeding $6,500,000, are considered to be sufficient local
match, and no further nonstate contribution is required.

new text begin (b) $700,000 is appropriated from the bond proceeds fund to the Metropolitan
Council for a grant to the city of Inver Grove Heights to acquire from River Heights
Marina in Inver Grove Heights two lots by the marina and permanent easements on the
driveway and boat ramp areas. This appropriation is also to make capital improvements to
the lots for use by the city for storage, parking, and other uses related to providing public
access to the boat ramp onto the Mississippi River, and to make capital improvements to
the driveway and boat ramp area to improve public access. This appropriation does not
require a nonstate contribution but is contingent on an agreement between the city and
the owner of the River Heights Marina allowing public access, subject to approval by the
commissioner of management and budget.

new text begin To provide the money appropriated in subdivision 1 from the
bond proceeds fund, the commissioner of management and budget shall sell and issue
bonds of the state in an amount up to $7,200,000 in the manner, upon the terms, and with
the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
