A bill for an act
relating to human services; appropriating money for the collaboration of
community services partners demonstration project.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; COLLABORATION OF COMMUNITY
SERVICES PARTNERS DEMONSTRATION PROJECT.

new text begin (a) $2,000,000 in fiscal year 2016 is appropriated from the general fund to the
commissioner of human services for incentive payments to be awarded to a collaborative
of six disability services providers that provide residential and employment services for
the collaboration of community services partners demonstration project. The purpose of
the demonstration project is to implement integrated life plans focused on moving persons
with disabilities into community living settings with meaningful community employment.

new text begin (b) The collaborative of six disability services providers shall consult with the
commissioner of human services to establish specific benchmarks that must be met in
order for the member organizations of the collaborative to receive incentive payments for
placing persons with disabilities in community living and working arrangements.

new text begin (c) The commissioner shall establish a process for evaluating the effectiveness of
the project in increasing the independence of the persons with disabilities who are served
by the project. The commissioner shall report the results of the demonstration project
evaluation and make recommendations on expanding the project to the chairs and ranking
minority members of the legislative committees with jurisdiction over health and human
services policy and finance by February 1, 2018.
