A bill for an act
relating to capital investment; appropriating money for Mighty Ducks grants
for new or renovated air handling systems of indoor ice facilities; authorizing
the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $3,000,000 is appropriated from the bond proceeds
fund to the Minnesota Amateur Sports Commission for grants to local government units
under Minnesota Statutes, section 240A.09, paragraph (b), to install, renovate, or replace
heating, ventilating, and air conditioning systems in existing indoor ice arenas whose ice
resurfacing and ice edging equipment are not powered by electricity in order to improve
indoor air quality by reducing concentrations of carbon monoxide and nitrogen dioxide.
The new or renovated heating, ventilating, and air conditioning systems may include
continuous electronic air monitoring devices to automatically activate the ventilation
systems when the concentration of carbon monoxide or nitrogen dioxide reaches a
predetermined level.

new text begin To provide the money appropriated in this section from the
bond proceeds fund, the commissioner of management and budget shall sell and issue
bonds of the state in an amount up to $3,000,000 in the manner, upon the terms, and with
the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
