A bill for an act
relating to capital investment; appropriating money for improvements to the
Ordway Center for the Performing Arts; authorizing the sale and issuance of
state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $5,000,000 is appropriated to the commissioner of
employment and economic development for a grant to the city of St. Paul to construct,
furnish, and equip a concert hall of approximately 1,100 seats and support spaces at the
Ordway Center for the Performing Arts, subject to Minnesota Statutes, section 16A.695.

new text begin Additional or supplemental
predesign review and other requirements of Minnesota Statutes, section 16B.335, shall not
apply to the Ordway Center for the Performing Arts project as a result of the additional
money provided under subdivision 1. The commissioner shall provide the additional
money authorized by subdivision 1 by an amendment to the existing grant agreement
entered into by and between the city of St. Paul and the Department of Employment and
Economic Development, pursuant to Laws 2010, chapter 189, section 21, subdivision 16,
paragraph (b), dated December 24, 2012.

new text begin To provide the money appropriated in this section from the
bond proceeds fund, the commissioner of management and budget shall sell and issue
bonds of the state in an amount up to $5,000,000 in the manner, upon the terms, and with
the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
